2016 Medicare Part A Deductibles and Part B Premiums

The Centers for Medicare & Medicaid Services ("CMS") has announced the Medicare Part A deductibles and Part B premiums for 2016. Medicare Part A covers inpatient hospital and hospice care, while Part B covers outpatient services such as doctors' visits.

Because there is no Social Security cost of living increase for 2016, most people with Medicare Part B will not have any increase in premiums in 2016 and will pay the same monthly premium as they did in 2015, which is $104.90 per month. Beneficiaries not protected by the law's "hold-harmless" provision will pay $121.80.

The CMS notice provides that "Medicare Part B beneficiaries not subject to the "hold-harmless" provision are those not collecting Social Security benefits, those who will enroll in Part B for the first time in 2016, dual eligible beneficiaries who have their premiums paid by Medicaid, and beneficiaries who pay an additional income-related premium. These groups account for about 30 percent of the 52 million Americans expected to be enrolled in Medicare Part B in 2016." As required by the Medicare Modernization Act, single beneficiaries with incomes over $85,000 and married couples with incomes of over $170,000 will pay a higher Part B premium, based on a sliding scale.

The Part A deductible for inpatient hospital expenses will be $1,288 in 2016, a $28 increase over the prior year. For the 61st through 90th day of hospitalization, the per diem coinsurance cost will be $322, while hospital stays over 90 days will cost $644 per day. Daily coinsurance for the 21st to 100th day in a skilled nursing facility will cost $161 in 2016.
